Bali has become one of Southeast Asia's most popular bases for foreign entrepreneurs, remote founders, and digital nomads — but popularity has also brought closer scrutiny from Indonesian immigration and business authorities. Operating a business in Bali on a tourist or social visa is illegal and carries real enforcement risk, including deportation; any genuine commercial activity needs proper company registration and the correct visa category.

For foreigners who intend to actively run a business in Indonesia rather than simply remote-work for an overseas employer, incorporating a PT PMA remains the compliant path, following the same capital and OSS-RBA requirements that apply nationwide. Once incorporated, company directors or investors can apply for an Investor KITAS, which grants a legal long-term stay tied to their role in the company.

A registered business address is required as part of incorporation, and Bali's own business districts — including Denpasar and Badung — offer virtual and serviced office options that have historically served as a compliant registered address without requiring a long-term physical lease from day one.

However, this is an area of active regulatory change: since early 2026, Bali's provincial government has pushed to restrict PT PMA use of virtual office addresses for certain lower-risk business classifications (KBLI codes), with at least one classification already closed to virtual-office-based registration in Bali specifically at the national level, and a broader province-wide restriction still under review. This does not cancel existing companies' licenses, and virtual offices remain a standard, fully valid option for PT PMA registered in Jakarta and most other provinces — but if your intended KBLI classification isn't finalized yet, confirm the current Bali-specific rules with a licensed corporate services provider before committing to a Bali-registered address.

Beyond the legal structure, practical considerations matter too: reliable mail handling for official correspondence, a local phone number for banking and government interactions, and access to a proper meeting room when local partners or government liaisons need to be received in person.

Immigration and investment rules affecting foreigners in Bali are subject to change, and enforcement patterns have shifted noticeably in recent years. Before making any commitment, consult a licensed immigration agent and a registered corporate services provider to confirm the current visa category and incorporation requirements that apply to your specific situation.
